Robert L. Gross is a DC Statehood Green Party candidate focused on building a more democratic, sustainable, efficient, and tech-forward Washington, D.C.

At the center of the campaign is the Human Life Standard (HLS for short) a governing philosophy that asks one fundamental question of every policy, budget, and government decision: Does this improve the quality of life of the citizens. The HLS measures government through human wellbeing, housing, education, economic growth, public safety, environmental sustainability, and civic participation.

Gross proposes a major modernization of District government, including the consolidation and coordination of the District’s numerous executive departments, agencies, offices, and authorities to reduce duplication, improve communication, and make public services more efficient. The campaign also supports responsible artificial intelligence and data modernization to improve government operations while maintaining human oversight, transparency, privacy, and democratic accountability towards a goal of a “Smart City of the Future”

The campaign connects government reform with a broader vision for DC Statehood, economic justice, affordable housing, local economic development, and community power. Its goal is to build a Washington where government is measured not by bureaucracy or political ideology, but by measurable improvements in the lives of its residents.
